Local control of outdoor advertising devices. Nothing in this part 4 shall be

construed to prevent use of zoning powers and establishment of stricter limitations or controls on
advertising devices by any municipality or county within its boundaries so long as such
limitations or controls do not jeopardize the receipt by the state of its full share of federal
highway funds.
