Colorado Code § 41-3-102

The purpose of this article is to authorize the
creation by cities and towns, and counties, and the state of Colorado, through their joint action,
and by counties acting by independent action or jointly with the state, of airport authorities,
corporate and politic, and constituting political subdivisions of the state of Colorado, for the
purpose of acquiring and improving airports, air navigation facilities, and related facilities, and
the financing of the cost of such acquisition by the issuance of bonds or other obligations of such
authorities payable from the income of any such authorities and otherwise secured to the extent
permitted by law without the incurrence of an indebtedness by the state of Colorado, or by any of
its political subdivisions, thereby promoting and facilitating transportation by air from or to
points located within the state of Colorado, all to the benefit and general welfare of the state of
Colorado, its political subdivisions, and the inhabitants thereof.
