Management districts - hearing - objections - change of boundaries. At

the time set for such hearing, the commission shall examine the petition and hear objections
thereto and may order changes in the boundaries thereof by the inclusion or removal of land
therefrom upon finding that such change would be hydrologically, geologically, and
geographically sound. The action of the commission may be reviewed by the district court in
appeal proceedings filed within twenty days after its decision has been announced, which
decision shall be announced within ninety days after the hearing.
