Creation of districts - proposal - submission - changes - proposed

boundaries. A proposal for the formation of a designated ground water management district
must be first submitted to the ground water commission, which shall make a hydrologic,
geographic, and geologic evaluation of the proposed boundaries and recommend any changes in
such boundaries as are indicated by such evaluation. No further steps for the formation of such
district shall be taken until the commission, in writing, gives its consent to the boundaries
thereof. The commission shall give either its consent or disapproval of the proposed boundaries
within ninety days after the proposal has been submitted to it.
