(1) When any notice is required to be published under
any section of this article, including notice of elections, it shall be deemed to mean a publication
in a newspaper of general circulation in each of the counties concerned. Publication of all notices
shall be once each week for two successive weeks. The notice shall state the hour and date of the
commencement of hearings on the subject matter of the notice; the place at which the hearings
will be held; the place where written objections may be filed; and the final date by which written
objections will be received; or, if for an election, the date, hours, and polling places.
(2) All objections, either to the published notice or any matter contained therein, shall be
in writing and shall briefly state the nature of the objection and shall be filed within the time and
at the place designated in the notice.
(3) The time for filing any written objections to notices described in this article shall
extend to thirty days following the last publication of the notice.
