Compensation of members - director - employees

(1) Each appointed
member of the board not otherwise in full-time employment of the state shall receive a per diem
allowance of fifty dollars for each day actually and necessarily spent in the discharge of official
duties, and all members shall receive traveling and other necessary expenses actually incurred in
the performance of official duties. Per diem and other expenses paid under this section shall be
from moneys appropriated from the Colorado water conservation board construction fund.
(2) The office of director of the water conservation board is hereby created. The board
shall appoint a person who is well versed in water matters and qualified by experience,
knowledge, and personality to represent the board and carry out its functions. The director shall
be the chief administrative head of the board under the direction and supervision of the board
and shall have general supervision and control of all its activities, functions, and employees. The
appointment or removal of such director shall be subject to section 13 of article XII of the state
constitution and statutes enacted pursuant thereto relating to the state personnel system. He shall
be reimbursed for all actual and necessary traveling and other expenses incurred by him in the
discharge of his official duties.
(3) Pursuant to section 13 of article XII of the state constitution, the board may employ
such technical, clerical, and other personnel necessary to enable it to perform its duties and carry
out the purposes of this article. Such personnel shall be reimbursed for all actual and necessary
traveling and other expenses incurred by them in the discharge of their official duties.
