(1) An "elector" or "elector of the district", or any term of similar import, means a person who: (a) At the time of the election, is qualified to vote in general elections in this state; and (b) Either: (I) Has been a resident of the district for not less than thirty-two days at the time of the election; or (II) Owns or whose spouse owns taxable real or personal property within the district. (2) Registration pursuant to the laws concerning general elections or any other laws shall not be required.
