Contracts of subdistricts

(1) When the official plan so provides, it shall be
lawful for any subdistrict to make contracts as follows:
(a) A water users' association, public entity, nonprofit corporation, not-for-profit
corporation, carrier ditch company, mutual ditch or reservoir company, unincorporated ditch or
reservoir company, or cooperative association may bind itself to levy an annual assessment for
the use of water and to secure the assessment by liens on land and water rights or in such other
manner as may be provided by law.
(b) Any person or corporation landowner may create a mortgage lien upon lands or give
other security satisfactory to the board or any other contracting agency, and all such contracts
shall provide for forfeiture of the use of water for nonpayment of assessments or installments in
the same manner and procedure as provided by statute for forfeiture of stock in a mutual ditch or
reservoir company.
