(1) The Colorado river water conservation district shall
be managed and controlled by a board of fifteen directors. One of said directors shall be from
each of the respective counties in said district. He shall be selected by the board of county
commissioners of the county in which he resides. He may be a member of the board of county
commissioners of such county. He shall have been a resident of such county, or if only a part of
a county is included within the boundaries of the said district, a resident of such included part for
a period of at least two years prior to the date of his appointment and shall be a freeholder who
has paid taxes in the county of his residence during the calendar year next preceding his
appointment. The members of said board shall hold office for a term of three years and until
their successors are appointed and qualified, except as otherwise provided in this article. The
regular term of office of each director shall commence on the third Tuesday of January following
his appointment. The board of county commissioners of the county in which a director, whose
term of office is about to expire, resides shall, at its first meeting in January, appoint a successor
who shall take office on the third Tuesday in January following his appointment.
(2) The members of the board of directors of said district who are now in office shall
hold their respective office for the period of time for which they were selected to serve, and their
tenure of office shall not be affected by this amendatory section. Within sixty days after April 7,
1961, each of the boards of county commissioners of the counties of Hinsdale and Saguache
shall appoint a director from such county with the qualifications above prescribed to serve as a
member of the board of directors of the Colorado river water conservation district. The director
from Hinsdale county shall hold office until the third Tuesday of January, 1962, and the director
from Saguache county shall hold office until the third Tuesday of January, 1963. Upon
expiration of the several terms of office of the directors appointed under the terms of this section,
successors shall be appointed as provided in this section to serve for the regular term of three
years.
