Colorado Code § 37-46-102

As used in this article, unless the context otherwise requires:
(1) "Colorado river" is construed to embrace and include any tributaries or streams
which flow into the Colorado river which may be found in any part of the territory embraced in
said district.
(2) "District" means the "Colorado River Water Conservation District". The district is a
body corporate and politic and a political subdivision of the state of Colorado.
(3) "Person" means a person, firm, partnership, association, or corporation.
(4) "Property", as used in sections 37-46-109 (1), 37-46-109.3, 37-46-126 (1), and 37-
46-126.2 to 37-46-126.6, includes both real and personal property. In other parts of said article
relating to special assessments, unless otherwise specified, it means real estate as the words "real
estate" are defined by the law of the state of Colorado and embraces all railroads, tramroads,
electric railroads, state and interurban railroads, highways, telephone, telegraph, and
transmission lines, water systems, water rights, pipelines, and rights-of-way of public service
corporations, and all other real property, whether held for public or private use.
(5) "Subdistrict" or "subdivision" includes the kind or character of special improvement
districts created under this article, including subdistricts organized under the name and style of
"Water Users' Association No. .... of the Colorado River Water Conservation District" and
"Special Improvement District No. .... of the Colorado River Water Conservation District". A
subdistrict or subdivision is a body corporate and politic and a political subdivision of the state
of Colorado. A subdistrict or subdivision does not have regulatory authority over a water
conservation district, water conservancy district, irrigation district, or other water user outside its
geographic boundaries; however, a subdistrict or subdivision may enter into a voluntary contract,
stipulation, or other agreement with a water conservation district, water conservancy district,
irrigation district, or other water user outside its geographic boundaries.
