Plans for improvements

Upon qualification, the board of directors shall
prepare, or cause to be prepared, a plan for the improvements for which the district was created.
Such plan shall include such maps, profiles, plans, other data and descriptions as may be
necessary to give the proper location and character of the work contemplated, and the specific
property to be benefited thereby, that portion to be furnished with a supply of reservoir water for
the irrigation thereof or to supplement inadequate water rights already appurtenant thereto, or
used for the irrigation thereof, or any lands lying either within or without the boundaries of the
district, the drainage of which may be deemed directly or indirectly beneficial to the lands within
the district, and that portion of said district requiring flood protection; however, no system of
drainage or irrigation already existing in said internal improvement district, or any drainage
district, or irrigation district, or any water rights appertaining to or provided for any lands in said
district after May 9, 1923, and not supplied by works constructed by such internal improvement
district, shall be affected in any way by the passage of this article or the organization of said
district.
