Meeting of landowners. Whenever the board of directors of any irrigation

district proposes to issue negotiable coupon general obligation bonds of the district for one or
more of said purposes, it shall call a meeting of the owners of land in the district, at which
meeting the question of issuing such bonds shall be submitted. Notice of such meeting shall be
given by publication once a week in five consecutive weekly issues of an official newspaper
published nearest the center of the district, and the secretary of the board, not later than five days
after the first publication of said notice, shall mail a copy of said notice, postage prepaid, to each
owner of land within the district. In determining who are owners of land in the district the
secretary may rely upon the records on file in the office of the county clerk and recorder of the
county in which the district is located. Such notice shall designate the time and place of meeting,
not less than thirty days after the first publication of the notice, the purpose and the amount of
bonds proposed to be issued, the maximum rate of interest thereon not exceeding six percent per
annum payable semiannually, and the time during which the bonds shall mature not exceeding
twenty-five years.
