Irrigation districts to provide drainage

Upon presentation of a petition to
the board of directors of an irrigation district signed by not less than two-thirds of the legal
voters of such district, each of whom is the owner of five acres or more of lands within the
district and has paid the irrigation district taxes in full upon all his real property located within
said district during the calendar year preceding the presentation of said petition, any irrigation
district organized under the laws relating to such districts may provide for any drainage made
necessary by the irrigation provided for by such laws. The officers, agents, and employees of
such districts shall have the same powers, duties, and liabilities respecting such drainage, and the
construction, repair, maintenance, management, and control thereof as they have respecting such
irrigation, and all laws respecting such irrigation or such irrigation districts shall be so construed,
applied, and enforced as to apply to such drainage as well as such irrigation.
