Land board as landowner

(1) The state board of land commissioners is
hereby authorized to act in the capacity of landowner with reference to any lands under its
management or control; except that no such lands under the control or management of the state
board of land commissioners, or upon which less than two-thirds of the purchase price has been
paid under contracts to purchase such lands, shall be included within any irrigation district
organized under this article over the written objection of such state board of land commissioners,
and upon opportunity given to offer such objection.
(2) Any such lands when included within any irrigation district shall be subject to all the
terms and provisions of this article for all purposes, and the state treasurer is authorized to pay
assessments for district purposes upon such lands out of the proper funds, upon order of the state
board of land commissioners.
