Colorado Code § 37-30-103

Board or purchaser as freeholder

If any such land is included in any
drainage project, the state board of land commissioners shall be considered in all respects a
freeholder so long as the lands remain unsold, but as soon as any of such land is sold, whether
occurring before or after the time such land is included in such drainage project, the purchaser
shall from the time of his purchase be considered as such freeholder and entitled to all the rights
of the freeholder whether or not he has completed his payments to the state board of land
commissioners. In no case shall any interest or title of the state to lands be made liable or
subjected to any claim for any drainage assessment by reason of the including of any such state
land in any drainage project.
