Colorado Code § 37-26-103

Elections. Whenever it is desired to issue refunding bonds, the board of

directors of the district shall call a special election of the qualified voters of said district at which
there shall be submitted the question of issuing refunding bonds, or the question may be
submitted at a general election in the district. Said election shall be held and the result thereof
determined and declared in all respects as nearly as possible in conformity with the provisions of
sections 37-21-105 to 37-21-108, 37-21-112, and 37-21-115 to 37-21-124 governing the election
of drainage district directors; but no informalities in conducting such election shall invalidate the
same if the election has been otherwise fairly conducted. Notice of said election shall be
published in three consecutive weekly issues of a newspaper of general circulation in the district,
and a copy of said notice shall be posted for fifteen days in three public places in the district.
Said notice shall specify the time and places of holding said election; the bonds and interest to be
refunded; and the amount and maturity of and the rate of interest on the proposed refunding
bonds. Every owner of land within said district who is a citizen of the United States or has
declared his intention to become a citizen of the United States, and is a resident of the state of
Colorado, shall be entitled to vote at such election in the precinct where he resides, or if a
nonresident of the district, then in the precinct within which the greater portion of his land lies.
At such election the ballots shall contain the words "Refunding Bonds - Yes" and "Refunding
Bonds - No", and the voter shall place a cross mark (X) opposite the words expressing his
choice. If a majority of the votes cast are "Refunding Bonds - Yes", bonds may be issued in
accordance with the proposition submitted.
