Sale of district property

The board of directors of such drainage district
has the power to sell and transfer by proper conveyance any real estate or personal property
belonging to the district when, in the opinion of the board, such property is no longer needed by
such district; except that no parcel of real estate with a fair market value of more than twenty-
five thousand dollars shall be sold or transferred unless the question of the proposed sale or
transfer is submitted to the qualified voters of the district at an election held thereon and is
approved by a majority of the qualified voters of the district voting at such election. Such
election shall be held in the same manner as an election for dissolution of the district pursuant to
the provisions of article 29 of this title insofar as such provisions are practicable.
