Colorado Code § 37-20-104

Cash in lieu of bond

In lieu of a bond the board of county commissioners,
in its discretion, may require the petitioners to pay in advance to the county treasurer from time
to time such sums of money as in the opinion of the board of county commissioners will be
required for the costs and expenses of organizing said district.
