Commissioner duties and authority - rules

(1) The commissioner may:
(a) Adopt any rule reasonably necessary to implement this article 77; and
(b) Administer and enforce this article 77 and any rules adopted under this article 77.
(2) In accordance with article 4 of title 24, the commissioner shall conduct hearings
required by this article 77 and, at the commissioner's discretion, use administrative law judges to
conduct the hearings.
