Effect of article - rights of property owners - water rights - prior designations

(1) Nothing in this article shall be construed as:
(a) Diminishing the rights of owners of property as provided in the constitution of this
state or in the constitution of the United States;
(b) Modifying or amending existing laws or court decrees with respect to the
determination or administration of water rights;
(c) Affecting any previous designation of an area as a natural area.
