(1) As used in this section, unless the
context otherwise requires, a person is "disabled" if the person has been determined to be totally
and permanently disabled by the social security administration, the division of workers'
compensation, or pursuant to rule or regulation of the division.
(2) (a) A disabled resident may obtain from a regional office or the central office of the
division, or at such other locations as may be determined by the division, a Columbine annual
pass. The pass shall be valid from the date the pass is purchased through the last day of the
month of purchase in the following year. A columbine annual pass shall entitle the disabled
resident to enter state park and recreation areas during the period that the pass is valid and when
such areas are open.
(b) The commission, by rule, shall provide the manner by which a columbine annual
pass shall be displayed by the person to whom it was issued when the person enters a state park
or state recreation area.
(2.5) Any resident of the state who is a first responder with a permanent occupational
disability as defined in section 33-4-104.5 (2) may obtain, free of charge, a columbine annual
pass from the regional or the central office of the division, or such other location as may be
determined by the division.
(3) The continued use of the columbine annual pass shall be subject to the holder's
observance of rules and regulations concerning the state park or state recreation area.
