Regional fixed guideway mass transit systems - construction - front range passenger rail service - authorization - completion of northwest rail fixed guideway corridor - limited operations outside district

(1) Any action of the board relating to the
authorization of the construction of a regional fixed guideway mass transit system in any
corridor shall require the affirmative vote of a two-thirds majority of the board membership. The
board shall take no action relating to the construction of a regional fixed guideway mass transit
system until after such system has been approved by the designated metropolitan planning
organization. Each component part or corridor of such system shall be separately approved by
the metropolitan planning organization. Such action shall include approval of the method of
financing and the technology selected for such projects.
(2) Repealed.
(3) The district may extend construction and operations of the northwest rail fixed
guideway corridor beyond the boundaries of the district if any and all capital and operating
expenses that it undertakes outside the district are fully accounted for and reimbursed to the
district by a public body.
