Special districts - formation within service authority territory forbidden

Once a service authority is established in any given area, no new special districts may be
organized pursuant to part 2 of article 20 of title 30, C.R.S., or article 1 or part 4 of article 4 of
this title within the territory or any portion thereof of said service authority if the service
authority is authorized to provide the same or essentially the same service or services as the
special district would be authorized to perform.
