(1) The board of any service authority has the power to
adopt by resolution and enforce regulations not inconsistent with state law or regulations which
are necessary, appropriate, or incidental to any authorized services provided by the service
authority.
(2) Said regulations shall be compiled and kept by the secretary so as to be readily
available for public inspection and shall be enforced by the peace officers of any municipality or
county located within or partly within the boundaries of the service authority.
(3) Violations of such regulations shall be prosecuted by the district attorney or other
person designated by the board in the county court of the county in which the violation occurred
and shall be punishable by a fine not exceeding three hundred dollars, or by imprisonment in the
county jail not exceeding ninety days, or by both such fine and imprisonment.
