Colorado Code § 32-4-403

Purpose, boundaries, and powers. Metropolitan water districts may be

organized under this part 4 for any one or more of the purposes set out in section 32-4-401 and
may be formed of any two or more municipalities, if such municipalities are located in the same
county or in adjacent or nearby counties. Unincorporated territory may become a part of a
district as provided for in this part 4. When so organized, each such district shall be a
governmental subdivision of the state of Colorado and a quasi-municipal corporation with such
powers as are expressly granted in this part 4, together with such powers as are reasonably
implied therefrom and necessary and proper to carry out the purpose of such district.
