Colorado Code § 31-25-1202

Legislative declaration

(1) The general assembly declares that the
organization of business improvement districts within municipalities of the state, having the
purposes and powers provided in this part 12, will serve a public purpose; will promote the
health, safety, prosperity, security, and general welfare of the inhabitants thereof, the property
owners therein, and all the people of the state; will promote the continued vitality of commercial
business areas within municipalities; and will be of special benefit to the property within the
boundaries of any district created pursuant to this part 12.
(2) The general assembly further declares that the creation of business improvement
districts pursuant to this part 12 implements section 18 (1)(d) of article XIV of the state
constitution and is essential to the continued economic growth of the state.
