Change in classification of municipalities. Notwithstanding the provisions

of part 2 of article 1 of this title, a town having a population exceeding two thousand may
reclassify itself as a city, and a city having a population of two thousand or less may reclassify
itself as a town, upon adoption of a home rule charter without otherwise complying with the
procedures in said part 2.
