Disaster areas

(1) Notwithstanding any other provisions of this article 31,
when the governing body certifies that an area is in need of redevelopment or rehabilitation as a
result of a flood, fire, hurricane, earthquake, storm, or other catastrophe for which the governor
has certified the need for disaster assistance pursuant to the "Federal Disaster Relief Act", Pub.
L. 81-875, as amended, or any other relevant federal law, the governing body may deem such an
area to be a revitalization area.
(2) The authority may prepare and submit to the governing body a proposed county
revitalization plan and proposed county revitalization project for an area deemed a revitalization
area pursuant to subsection (1) of this section or for any portion thereof, and the governing body
may, by resolution, approve such a proposed county revitalization plan and county revitalization
project with or without modifications without regard to the provisions of this article 31 requiring
a general or master plan for the physical development of the county as a whole, review by the
planning commission, or a public hearing.
