Colorado Code § 29-4-713

Power of the board - home improvement loans

(1) The board may cause
the executive director to formulate and from time to time modify a plan for the provision of
home improvement loans upon a finding by the board that the provision of such loans is
necessary for any one or more of the following purposes:
(a) To bring housing facilities for low- or moderate-income families into compliance
with state, county, or municipal building, housing maintenance, fire, health, or similar codes and
standards applicable to housing, including standards adopted by the authority under section 29-4-
714;
(b) To reduce the total energy requirements of such housing facilities;
(c) To improve such housing facilities to a more livable and maintainable condition as
part of a program or plan to arrest deterioration by means of neighborhood conservation and
upgrading.
(2) If the board ascertains that private financing for home improvement loans is not
available on reasonably equivalent terms and conditions and that the necessary means of
financing such plan are available to the authority, the board may approve such plan.
