Legislative declaration

(1) The general assembly declares that the
organization of local marketing districts having the purposes and powers provided in this article
will serve a public purpose; will promote the health, safety, prosperity, security, and general
welfare of the inhabitants thereof, the property owners therein, and all the people of the state;
will promote the continued vitality of commercial business areas within local governments; and
will be of special benefit to the property within the boundaries of any district created pursuant to
this article.
(2) The general assembly further declares that the creation of local marketing districts
pursuant to this article implements section 18 (1)(d) of article XIV of the state constitution and is
essential to the continued economic growth of the state.
