Record not construed as legal adjudication. Neither the fact that a person

has been rated incompetent by the veterans administration nor the fact that a guardian has been
appointed for a person under the provisions of this part 2 shall be construed as a legal
adjudication of insanity or mental incompetency, unless such person also is or has been
adjudicated insane or mentally incompetent by a state court of competent jurisdiction.
