(1) The BHA shall establish a comprehensive and coordinated program for the treatment of persons with substance use disorders, persons intoxicated by alcohol, and persons under the influence of drugs. (2) Insofar as money available to the BHA permits, the program established in subsection (1) of this section must include all of the following: (a) Emergency treatment; (b) Inpatient treatment; (c) Intermediate treatment; and (d) Outpatient and follow-up treatment. (3) The BHA shall provide adequate and appropriate treatment for persons with substance use disorders, persons intoxicated by alcohol, and persons under the influence of drugs admitted pursuant to sections 27-81-109 to 27-81-112. Except as otherwise provided in section 27-81-111, treatment must not be provided at a correctional institution, except for inmates. (4) The BHA shall maintain, supervise, and control all facilities it operates subject to policies of the department. The administrator of each facility shall make an annual report of the facility's activities to the commissioner in the form and manner specified by the commissioner. (5) All appropriate public and private resources shall be coordinated with and utilized in the program if possible. (6) The commissioner shall prepare, publish, and distribute annually a list of all approved public and private treatment facilities. (7) The BHA may contract for the use of any facility as an approved public treatment facility if the commissioner, subject to the policies of the department, considers it to be an effective and economical course to follow.
