Coordination of state and federal funds and programs

(1) Requests for
state appropriations for substance use disorder treatment programs must be submitted to the
BHA and the office of state planning and budgeting on dates specified by the BHA, consistent
with requirements and procedures of the office of state planning and budgeting. After studying
each request, the BHA shall make a report with its comments and recommendations, including
priorities for appropriations and a statement as to whether the requested appropriation would be
consistent with the comprehensive state plan for substance use disorder treatment programs. The
BHA shall submit its reports to the governor, the office of state planning and budgeting, and the
joint budget committee, together with all pertinent material on which the report's
recommendations are based.
(2) The BHA shall also review applications for federal grants for substance use disorder
treatment programs submitted by any department or agency of state government; political
subdivision of the state; Indian tribal reservation; or other public or private agency, organization,
or institution. The BHA shall transmit to the division of planning and to the appropriate United
States agency its comments and recommendations, together with a statement as to whether the
grant would be consistent with the comprehensive state plan for substance use disorder treatment
programs.
