Coordination of regulatory interpretations regarding in situ leach

uranium mining. The general assembly recognizes that the proper and orderly regulation of in
situ leach mining, as defined in section 34-32-103, C.R.S., for uranium ore has aspects that may
involve more than one regulatory agency of state government and that the statutes that each
agency is responsible for administering may, due to the use of terms of art and other technical
words, phrases, and definitions, hold the potential of being interpreted inconsistently or to be
held in conflict with each other. It is the intent of the general assembly that, with regard to in situ
leach mining for uranium ore, the relevant agencies coordinate to the maximum extent
practicable to resolve any such conflicts or inconsistencies.
