Colorado Code § 24-82-1301

Legislative declaration

(1) The general assembly hereby finds and
declares that:
(a) Due to insufficient funding, necessary high-priority state highway projects and state
capital construction projects, including projects at state institutions of higher education, in all
areas of the state have been delayed, and the state has also delayed critical controlled
maintenance and upkeep of state capital assets;
(b) By issuing financed purchase of an asset or certificate of participation agreements
using state buildings as collateral as authorized by this part 13, the state can generate sufficient
funds to accelerate the completion of many of the necessary high-priority state highway projects
and capital construction projects that have been delayed and better maintain and preserve
existing state capital assets;
(c) It is the intent of the general assembly that a majority of the additional funding for
state capital construction projects realized from issuing financed purchase of an asset or
certificate of participation agreements be used for controlled maintenance and upkeep of state
capital assets.
