Colorado Code § 24-60-2401

The general assembly hereby finds that it is
desirable to find adoptive parents for children with special needs as specified in article 7 of title
26, C.R.S., to make payments in subsidization of the adoption of such children, and to protect the
interests of such children throughout their minority. Pursuant to authorization contained in Title
IV-E and Title XIX of the federal "Social Security Act", as amended, it is the intent of the
general assembly to authorize the department of human services to enter into interstate compacts
to address the problems arising for special needs children and their parents when they move to
other states, or are residents of another state, and to facilitate the provision of medical and other
necessary services for special needs children when the provision of services takes place in
another state.
