Limitations on interstate library districts

(1) No interstate library
district agreement shall be entered into by any public library agency in this state pursuant to
article III (a) of the compact without first obtaining the approval thereof by any county library or
library district included in whole or in part in such proposed interstate library district, so as to
eliminate duplication of library services.
(2) In lieu of an interstate library district, any county library or library district in this
state may enter into a contract with one or more similar public library agencies or governmental
entities in one or more other party states for the furnishing of library services by or for such
county library or library district in this state.
