As used in this article, unless the context otherwise requires: (1) "City" means any city or incorporated town. (2) "Community facilities" includes real and personal property, buildings and equipment for recreational or social assemblies and for educational, health, or welfare purposes, and necessary utilities, when designed primarily for the benefit and use of the occupants of the dwelling accommodations. (3) "Federal government" means the United States of America, the federal emergency administrator of public works, or any agency or instrumentality of the United States. (4) "Government" means the state or federal governments and any subdivision, agency, or instrumentality, corporate or otherwise, of either of them. (5) "Housing authority" or "authority" means any housing authority created pursuant to the housing authorities law of this state. (6) "Housing project" or "project" means all real and personal property, buildings and improvements, stores, offices, lands for farming and gardening, and community facilities acquired or constructed or to be acquired or constructed pursuant to a single plan or undertaking to demolish, clear, remove, alter, or repair unsafe, unsanitary, or substandard housing or to provide dwelling accommodations at rentals within the means of persons of low income. "Housing project" may also be applied to the planning of the buildings and improvements, the acquisition of property, the demolition of existing structures, the construction, reconstruction, alteration, and repair of the improvements, and all other works in connection therewith.
