Colorado Code § 24-50-602

Legislative declaration

(1) It is declared that the purpose of this part 6 is as
follows:
(a) To enable the state to attract and retain qualified employees by providing group
benefits similar to those commonly provided in private industry;
(b) To recognize and protect the state's investment in each nontemporary employee by
promoting and preserving good health among state employees;
(c) To recognize the service to the state by elected and appointed officials by extending
to them the same group benefits as are provided in this part 6 for state employees; and
(d) To provide each employee with benefit choices and education to customize a benefit
package that is responsive to each employee's diverse needs.
