Colorado economic development commission - creation - membership - definition

(1) There is created the Colorado economic development commission in the
Colorado office of economic development, referred to in this article 46 as the "commission".
(2) (a) The commission consists of the governor or the governor's designee and ten
members who shall be appointed as follows:
(I) Four members appointed by the governor, one of whom must be from west of the
continental divide and one of whom must be from the eastern slope from a predominantly rural
area;
(II) Three members appointed by the speaker of the house of representatives, one of
whom must have advanced industry business and research experience. In making this
appointment, the speaker shall give preference to a person whose experience is in more than one
advanced industry.
(III) Three members appointed by the president of the senate, one of whom must have
advanced industry business and research experience. In making this appointment, the president
shall give preference to a person whose experience is in more than one advanced industry.
(b) A member of the general assembly shall not be appointed as a member of the
commission.
(c) A member serves at the pleasure of the member's appointing authority.
(d) As used in this subsection (2), "advanced industry" means the following industries:
(I) Advanced manufacturing;
(II) Aerospace;
(III) Bioscience;
(IV) Electronics;
(V) Energy and natural resources;
(VI) Infrastructure engineering; and
(VII) Information technology.
(3) Each July 1, the commission shall schedule an orientation with office of economic
development staff in order to receive an official overview of the statutory requirements for a
production company to earn a performance-based incentive for film production in Colorado as
set forth in sections 24-48.5-114 and 24-48.5-116.
(4) Beginning on September 1, 2022, the economic development commission shall
establish a public-private partnership subcommittee to review proposed contracts, sales, and
leases of state property as specified in section 24-94-105. The subcommittee consists of at least
three members of the commission as selected by the commission. At no time shall all of the
members of the subcommittee be appointees from the same appointing authority.
