Regional housing needs assessments

(1) A regional entity may conduct
and publish a regional housing needs assessment that conforms to the methodology for
conducting regional housing needs assessments developed by the director pursuant to section 24-
32-3702 (1)(c) for the territory covered by the master plan of any local government in the region.
(2) Upon conducting a regional housing needs assessment pursuant to subsection (1) of
this section, a regional entity shall provide the regional housing needs assessment to each local
government included in the region. Within sixty days of receiving the regional housing needs
assessment, a local government's governing body shall review the assessment at a public meeting
and shall submit comments to the regional entity.
(3) Within sixty days of receiving the local governments' comments on the regional
housing needs assessment pursuant to subsection (2) of this section, a regional entity shall
submit the housing needs assessment along with the comments of each local government to the
department. The department shall not accept a housing needs assessment from a regional entity
that does not include the elements listed in section 24-32-3702 (1)(c)(I) through (VI) and
demonstrate consideration of the baseline components listed in section 24-32-3702 (2). The
department shall notify a regional entity if it does not accept an assessment. The department
shall post the housing needs assessment on its website after accepting the assessment.
