Colorado Code § 24-31-1206

An action described in this part 12 may be brought in any
judicial district in which the defendant or, in the case of multiple defendants, any one defendant
can be found, resides, or transacts business, or in which an act proscribed by section 24-31-1203
occurred. A person bringing an action pursuant to this part 12 shall file the complaint in a district
court or a federal court with jurisdiction over the action and shall not file the complaint in any
other court. The appropriate district court shall issue a summons as required by the Colorado
rules of civil procedure and serve the summons at any place.
