Colorado Code § 24-15-101

Seals. Whenever this title requires the use of a seal in the performance of any duties, it shall be sufficient that a rubber stamp with a facsimile affixed thereon of the seal required to be used is placed or stamped with indelible ink upon the document requiring the seal. (1) Any state agency
that purchases a flag of the United States for display may only display such flag if it has been
made in the United States.
(2) For purposes of this article, "state agency" means any department, commission,
council, board, bureau, committee, institution of higher education, agency, or other
governmental unit of the executive, legislative, or judicial branch of state government.
