Colorado Code § 24-1-103

Head of department defined

When the term "head of a principal
department" is used in this article, it means the head of one of the principal departments created
by this article. Unless the head of a principal department is a state elected official, he shall have
the title of executive director of the department or such other title as specifically designated by
this article.
