Colorado Code § 23-70-101

(1) The general assembly hereby finds and declares
that this article is necessary to:
(a) Provide for the coordination of the planning and construction of a multiinstitutional
higher education complex located in the city and county of Denver on land designated therefor
and on land now occupied by the university of Colorado at Denver, collectively known as the
Auraria higher education center and referred to in this article as the "center";
(b) Provide for the land, physical plant, and facilities necessary to accommodate and
house Metropolitan state university of Denver, the university of Colorado at Denver, and the
community college of Denver, Auraria campus, referred to in this article as the "constituent
institutions", at and within the center;
(c) Facilitate the execution and performance of the constitutional and statutory
responsibilities of the governing boards of the constituent institutions;
(d) Establish a new board to plan, construct, maintain, and manage the land and physical
facilities of the center and perform the duties and exercise the powers otherwise set forth in this
article;
(e) Provide a system for facilitating cooperation among the constituent institutions, their
governing boards, and the governing board created by this article; and
(f) Facilitate, in conjunction with the private sector, the development of facilities at and
within the center for the purposes of providing moneys to the center, providing occupational and
educational opportunities consistent with the mission of the constituent institutions, and
integrating the center with the adjacent Denver area.
