Report on condition - appropriation

The board of governors of the
Colorado state university system, on or before the fifteenth day of December immediately
preceding the convening of the general assembly, shall make a report to the governor and the
joint budget committee showing the condition of said fund, the investment thereof, the security
taken therefor, and the amount of income derived therefrom. The report shall be submitted by the
governor to the general assembly. If the report shows any loss in such funds, the amount of the
loss shall be included in the governor's budget in order that the general assembly may fulfill the
contractual obligations assumed by the state in accepting the provisions and grants of said act of
congress of 1862 through an appropriation to repay the loss and keep the principal of such fund
unimpaired.
