Colorado Code § 23-2-101

Legislative declaration

The general assembly declares that this article is
enacted for the general improvement of the educational programs available to the residents of the
state of Colorado; to establish high standards for the education of such residents; to prevent
misrepresentation, fraud, and collusion in offering such educational programs to the public; to
eliminate those practices relative to such programs which are incompatible with the public
interest; and to protect, preserve, foster, and encourage the educational programs offered by
private educational institutions which meet generally recognized criteria of quality and
effectiveness as determined through voluntary accreditation. To these ends, this article shall be
liberally construed.
