Colorado Code § 22-87-103

As used in this article, unless the context otherwise requires:
(1) "Access to the internet" means, with reference to a particular technology device, that
the technology device is connected to a network that provides access to the internet.
(2) Repealed.
(3) "District" means any public school district organized under the laws of Colorado,
except a local college district.
(4) "Harmful to minors" means any picture, image, graphic image file, or other visual
depiction that:
(a) Taken as a whole and with respect to minors, appeals to a prurient interest in nudity,
sex, or excretion;
(b) Depicts, describes, or represents, in a patently offensive way with respect to what is
suitable for minors, an actual or simulated sexual act or sexual contact, actual or simulated
normal or perverted sexual acts, or a lewd exhibition of the genitals; and
(c) Taken as a whole, lacks serious literary, artistic, political, or scientific value as to
minors.
(5) "Minor" means an individual who has not attained the age of seventeen.
(6) "Sexual act" or "sexual contact" shall have the same meanings as set forth in 18
U.S.C. sec. 2246 (2) and (3).
(6.5) "Technology device" means any computer, hardware, software, or other technology
that is used for learning purposes and has the ability to connect with the internet.
(7) Repealed.
