Educational training - expenditures

(1) The superintendent of the
Colorado school for the deaf and the blind is authorized to expend any moneys necessary, out of
the appropriation for the support of the Colorado school for the deaf and the blind, to provide for
the educational training of eligible deaf-blind students or students who have a multiple physical
disability of hearing, sight, and speech who are residents of the state of Colorado in institutions
located outside of the state of Colorado which are equipped to provide for the educational
training of such students or by the employment of a skilled person, as a home teacher, trained in
the work of teaching deaf-blind students or students who have a multiple physical disability of
hearing, sight, and speech; except that the compensation of any such skilled person as a home
teacher shall not be greater, in any one instance, than the expense of the education of any such
deaf-blind pupil or pupil who has a multiple physical disability of hearing, sight, and speech if
resident in any named institution located outside of the state of Colorado.
(2) In each instance, the institution selected or the skilled person employed for the
educational training of such deaf-blind student or student who has a multiple physical disability
of hearing, sight, and speech shall be approved by the board of trustees.
(3) Such deaf-blind students or students who have a multiple physical disability of
hearing, sight, and speech who are unable to receive instruction in a special class in a public
school may be provided an education in a special class at the Colorado school for the deaf and
the blind if there are a sufficient number of such students to warrant the establishment of a class.
(4) No later than October 5 each year, the Colorado school for the deaf and the blind
shall notify the department of education of the pupils' placement at the Colorado school for the
deaf and the blind. The Colorado school for the deaf and the blind is entitled to receive, from the
department of education, an amount equal to the state average per pupil revenues, as defined in
section 22-54-103 (12), for the current fiscal year for those students in attendance. The Colorado
school for the deaf and the blind shall bill the department of education for the applicable portion
of such amount at the conclusion of each month during which such pupils continue to be placed
at the Colorado school for the deaf and the blind.
