Budget and appropriation - required

(1) The board of education of each
school district shall adopt a budget and an appropriation resolution for each fiscal year, prior to
the beginning of the fiscal year. The board shall ensure that the district uses the full accrual basis
of accounting when budgeting and accounting for any enterprise funds included in the district
budget.
(2) If a new school district is organized during a fiscal year and the school districts
included therein do not operate the schools until the end of the school year, the board of
education of the newly organized district shall adopt a budget and appropriation resolution to
cover only the remaining portion of the fiscal year. Such budget shall be based on the total of the
amounts budgeted and appropriated by the board of education of any former district wholly
included in the new district and the pro rata amounts budgeted and appropriated by the board of
education of any district only partly included therein, to the respective funds, functions, and
objects in the budget of the newly organized district.
